Advancing Regional Tourism Circles and Supporting Local Industries

To continue publicizing post-pandemic tourism-recovery measures, showcase Tourism Circle achievements, expand the economic benefits of scenic areas, and achieve the goal of regional shared prosperity, the Tourism Administration integrated the tourism resources of 18 tourism circles under seven regional tourism circle brand identities–North, Central, South, East, Kinmen, Matsu, and Penghu–in 2024. This created regionally distinctive tourism products for Taiwan, with an emphasis on overseas international promotion. In 2025, the second Tourism Circle Market Day was held. Overseas offices strengthened marketing of Tourism Circle itineraries for international markets, and four Market Day events were organized from October 17 to November 16 to showcase regional tourism implementation results.

In February 2025, national scenic area headquarters began to promote and guide the establishment of four incorporated regional tourism circle associations: North Region & Matsu, Central Region & Kinmen, South Region & Penghu, and East Region. Through communication and discussion between public authorities and local stakeholders, the associations are expected to build consensus within the tourism industry and implement sustainable local operations and development.

Five major policy dimensions continued to be advanced. In 2025, 33 activities, including product-promotion meetings, consensus meetings, and media exchange events, were completed through resource sharing among tourism circles, local industries, and central-government ministries and agencies. Assistance was provided to 64 businesses in developing distinctive business-space styles, 64 local specialty products were developed, 289 innovative itineraries were launched, and 1,249 products and 152 electronic packages were listed for sale. To improve promotional effectiveness, 85 videos were produced, 54 familiarization activities were conducted, and 71 events were held to present results, strengthening tourism circle brands.

The 2025 Tourism Circle Awards Competition was held along with the four Market Day events in the North, Central, South, and East regions to encourage the further improvement of tourism products by tourism circle industries. Awards were presented for Best Flavor, Best Souvenir, and Best Sustainability. The Best Itinerary Award and Innovative Experience Award were added in 2025 to promote local itineraries offered by local businesses and encourage the public to visit tourism circles. In a departure from the 2024 awards, the top three winners were selected for each category in 2025 to showcase more outstanding local industries to travelers and deepen local tourism development.
