Taiwan has abundant natural tourism resources that are separately managed by various agencies. The Tourism Bureau administers 13 national scenic areas. It also cooperates with agencies at all levels in the planning, preservation, and management of tourism resources under different jurisdictions.

- Incorporated universal design in improvements around key sites 2022. Projects included completion of a swimming pool machine room at Longmen Camp Site and surrounding improvements; optimization and surrounding landscape improvements at Longdong Bay parking lot; improvements to the buildings and surroundings at the south entrance of the Old Caoling Tunnel; optimization of the entry area of the Longdong Bay pool; and drainage and surrounding improvements at the Four Seasons Bay parking lot.
- Optimized and further linked various bikeways in the Wai'ao area; and developed the Where White Clouds Fly building and the surrounding landscape at the Old Caoling Tunnel.
- Implemented the Forward-looking Tourism Development Plan: Constructed attractive visitor sites, scenic spots with international charm, and the Sand Dune Art Area; developed the scenic ambiance along the Sand Dune Bicycle Corridor, improved safety at key sites in the Sand Dune Art Area Corridor, constructed the Fulong Beach Recreation Corridor and view spaces along the Sand Dune Bicycle Corridor.
- Taiwan Tourist Shuttle ridership in 2022: Golden Fulong Route—348,384, Zhuangwei Sand Dunes Route—45,748, Yilan Northeast Coast—56,168. The service also added nine new package tours to encourage ridership.
- The Guishan Island Tourist Capacity Management Mechanism won the 2022 Top 100 Green Destinations Sustainability Stories award.。
- Helped 18 businesses in administered areas and the Greater Northeast Coast Tourism Circle to obtain the Green Travel Seal (GTS).
- Arranged the Reading Landscape and Ecotourism Training Course providing basic training for local ecotour personnel and linking GTS businesses to produce marketable sustainable tours.
- Carried out the "Youth Dream Building: Local Producer Training Program." Professional industry teachers guided local talent and brought together youth creativity to revitalize local development.
- Promoted four major marketing campaigns for the Fulong Life Festival, Zhuangwei Sand Dune Life Festival, Sword Grass Season on the Caoling Historic Trail, and Romance Activity Series, integrated natural ecological resources and tourism industry in the greater Northeast Coast and introduced various transportation options, and released 15 mini tours highlighting experiential activities with local features.
- Provided guidance to approximately 200 food, lodging, touring, shopping, and travel tourism circle businesses and promoted Muslim-friendly environments and industry certifications.

- Initial Planning: Quality enhancement and marketing of indigenous tourism along the East Coast; optimization of indigenous tourism information stations and accommodation environments; the Sustainable Indigenous Tourism Cultivation and Demonstration Project; ecotourism development along the East Coast; ecological surveys of marine and terrestrial environments and compilation of ocean ecotourism books; follow-up expansion of Dulan Cape (Coastal Utilization Management Plan); overall planning and establishment of business plans for Qimei; Stone Umbrella Scenic Area business development and Coastal Utilization Management Plan; establishment of the East Coast and Green Island tourism circles; Phase 2 development of smart scenic areas on the East Coast; and establishment of a mobile travel service system for smart tourism. These initiatives provide a foundation for future landscape planning and scenic area promotion in the areas of ecological surveys, site optimization, industry upgrading, and sustainable development.
- Public Works: Optimized the Chenggong-Sanxiantai Bicycle Path; constructed modular restrooms at the Xiuguluan River Visitor Center shelter, restored the Jiqi Camping Area and boat cove revetment, improved bicycle-friendly service facilities at Shitiping Recreation Area, and improved recreation services and facilities.
- Environmental Education and Ecotourism: Organized ecotourism excursions including "Nighttime Expedition to Xiaoyeliu," "Exploring Sanxiantai at Night," "Treasure Hunting on a Historic Mountain Trail," "Protecting Crabs on Green Island," "Floral Discoveries on the East Coast ," and "Marine Environment Classroom Guided Tours." In 2022, these activities attracted 17,539 participants and promoted sustainable tourism development along the East Coast.
- Smart Scenic Area Plan: Deployed six traffic identification systems, six people flow statistical and visitor attribute identification systems, and 15 smart public restrooms; established an AI-driven smart scenic area management platform to estimate vehicle and people flow information in and around scenic areas to improve management of administered areas.
- Salute to the Seas: Successfully executed the " Salute to the Seas - Coastal Cleanup and Maintenance Project" in 2021, earning recognition for excellence from the Executive Yuan in the central government agency category.
- Sustainable Tourism: Established 11 drinking water stations in the Shuangbin area in collaboration with the My Hong-Te app and integrated the new stations with 12 existing water stations.
- The "Towards Sustainability: From Fighting to Dancing" project won the Social Care Service category at the Fifth Government Service Awards.
- "East Coast Tribal Work Holiday" won the 2022 Good Design Award in Japan.
- Innovative Tourism: Launched the "Explore the East Coast - Live Show," a 12-part series of live programs focusing on tourism circles on the East Coast, allowing people to remotely enjoy travel stories on the East Coast.
- Art Tourism: The 2022 East Coast Land Arts Festival produced six residency artworks, organized eight Moonlight Sea Music Festival concerts, and held 95 open studio sessions, attracting 49,845 participants and effectively promoting the development of the art tourism industry on the East Coast.
- East Coast Tourism Circles: Eight regional tourism circles were established under the core marketing theme of "Explore the East Coast": Surging Waves and Whirling Winds, Xiuguluan River of Love, Shuangbin Travel Fun, Chenggong: People and Things, The Winds of Donghe, Fugang Harbor, Just Right!, Green Island Paradise, and Southern Escape. The circles linked tourism corridors and recreation areas and arranged more than 30 exchange activities joined by nearly 600 participating businesses.
- The 2022 East of Taiwan Tourism Circles Achievements Exhibition was held on November 18-20, 2022, attracting more than 3,000 participants. The event introduced visitors to the high-quality tourism products in Hualien and Taitung counties and promoted exchanges and mutual learning among tourism circle businesses.

- Constructed shower facilities in Fenglin International Slow City, entryway imagery and bicycle parking and rest areas at the Forest Hot Spring Guangfu Sugar Factory Station, entry imagery and public restrooms in the Ruisui Hot Spring Area, and accessible stair lifts at the Liji Information Station Beinan. These projects infused unique local style and enhanced tourism and recreational environment quality, creating an accessible all-ages travel environment.
- Renovated the Fenglin Recreation Area as an all-in-one camping vacation paradise meeting the four-star rating standard of the International Federation of Camping and Caravanning (FICC), providing a legally compliant environment for rich camping experiences and creating a new spotlight attraction in the East Rift Valley.
- Optimized service facilities at tourism nodes along the diverse bicycle route network and continued to enhance the quality of rail-bicycle tourism facilities, elevating the quality of parking and rest areas for recreational tourists and bicyclers, and establishing new bicycle-friendly travel service facilities.
- Promoted the Public Restroom Service Quality Improvement Plan. The Liyu Lake Water Park public restroom represented the Tourism Bureau in the Environmental Protection Administration’s 2022 Outstanding Public Restroom Assessment, winning the Special Award in the Tourism and Recreation category County, as well as a county and city recommendations for the Excellent Public Restroom Environmental Sustainability Award.
- Carried out the Liyu Lake Water Area Activity Safety and Lifesaving Drill, Mountain Tourism Safety Drill, and other promotional activities in conjunction with the Tourism Bureau’s Travel Safety Awareness Week. Facilities maintenance and management inspection plans were also strengthened to further enhance facilities and travel safety inspections mechanisms.
- Liyu Lake Environmental Education Center were integrated with surrounding environmental education fields and kayaking the water recreational activities to support innovative environmental education summer camps for children.
- Renovated and leased operations at Linrong Recreation Area and created a local industry marketing platform to revitalize the Linrong-Fenglin tourism experience axis.
- Renovated and leased operations at Zhongxing Sentry Outpost in Luye. With its excellent views, the reactivated site has become a popular photo spot for rail fans.
- Brought together local businesses to hold the 2022 Liyu Lake Firefly Festival, 2021-2022 Taiwan Top-10 Hot Springs, 2022 East Longitudinal Valley Festival–Tribal Food Paradise, and other themed activities to spur tourism development in Eastern Taiwan.
- The East Coast National Scenic Area Administration and 13 East Coast and East Rift Valley tourism circle food, lodging, touring, shopping, and travel brands jointly held the East of Taiwan Tourism Circles Achievements Exhibition to promote the beauty of Eastern Taiwan.
- Thirteen "Riding the Rift Longitudinal" bicycle tours, six "Dining Table Tribal Tour" tours, and two international tours were promoted with theme marketing campaigns to attract visitors to deeply experience the beauty of the mountains and sea in Hualien.
- Promoted indigenous tours brands “East Rift Valley Festival: Taste of Native Cuisines -The Journey to Tribal Villages,” "Tree Hollow Dining Table Under the Moon," "Dining in the Rice Fields," “Red Rice Dining Table in the Field” and "Hunter Picnic Table," "Swinging in the Millet Fields Dining Table," "Swinging in the Millet Fields Dining Table under the Moon," and other indigenous travel products. The administration will also continue to deeply cultivate and present other spotlight tribes.
- Filmed the "Grace and Celebration" international marketing video, winner of the Outstanding Achievement Award for Travel Videos at the Singapore World Film Carnival.

- Completed construction of the Daguoye store and new public restroom to divert crowds from Erkan visitor sites, linked existing surrounding trail systems, and improved recreation service systems in Xiyu.
- Completed the Beiliao Recreation Area Service Facilities Improvement Project, bringing together the local natural resources and landscapes of Kuibi Mountain, Beiliao, developing recreation services and facilities in Beiliao, and integrating shops and restaurants to provide dining, specialty tourism product shopping, and other visitor services and upgrade visitor service quality.
- The Xiaomen Geology Gallery and Hai-Chu Dolphin won the Gold Award in the 2022 MUSE Creative Awards for interior design and landscape art, respectively. The 2022 Penghu Music Festival was the Gold Winner in the 2022 TITAN Property Awards in the Landscape Design (New) and Landscape Renovation categories.
- Conducted safety education and training courses for snorkeling instructors, jet ski operators, and canoeing instructors. A total of 184 people obtained C-level coaching licenses.
- Organized six beach cleanup activities in cooperation with companies and individuals, with support from other agencies, communities, schools, and businesses. A total of 6.4 tons of garbage was removed.
- Carried out the Jibei Visitor Center parking lot, Jibei Visitor Center store, Qitou Visitor Center yacht ticket counter and floating dock boat slips, and leasing operation projects to promote private investment.
- Arranged themed workshops, including the “Jibei Stone Weirs Environmental Education Promotion,” “Stargazing Guide Training," “Planning and Implementation of Marine Safety Education and Study Activities,” and "Water Recreation Safety Education" to strengthen visitor travel responsibility and environmental awareness.
- Introduced multilingual visitor guide systems at Xiaomen Geology Gallery in Xiyu Township, Penghu County to enhance the quality of tourism services; and designed Xiaomen travel guide brochures with a wealth of on geography and travel information.
- Fee standards were set for the Xiaomen Geology Gallery to effectively manage and maintain the gallery and promote culture and education. The fees were introduced in January 2023.
- Held the 2022 Four Seasons Penghu Travel, 2022 Penghu Music Festival, 2022 Bicycle Leader Service Activity, 2022 Penghu Island Hopping 101K Cycling Activity, 2022 Gaillardia Island - Penghu Cross-sea Marathon, Marine Debris Art Festival, and other activities in conjunction with media marketing to expand publicity benefits.
- Integrated resources from the Penghu Gold Coast Tour Route to release 10 “Wave Penghu” travel routes. The tours attracted 592 participants and featured three local experience activities: beach-seine fishing, windsurfing, and the "Chenggong Horseshoe Crab Black P" fishing activity. The 19 event sessions attracted 536 participants.

Accessible facilities improvements around Dahan Stronghold
- Continued construction of the Mountain Sea Villa in Juguang (Scheduled for completion in 2023) to create a locally distinctive highlight building and increase tourism capacity in Xiyu.
- Constructed the Coastal Trail from the Beihai Tunnel to Dahan Stronghold. The trail links the Nangan Visitor Center, Beihai Tunnel, and Dahan Stronghold into a three-point tourist loop route, enhancing the quality of recreational services and visitor experiences.
- Planned updates to the exhibition method of the War and Peace Memorial Park Exhibition Center and improvements to surrounding spaces to create a more suitable tourism and recreational experience in the areas of information, artistic aesthetics, and friendly environments.
- Jointly promoted tourism safety, annual fire drills, motorcycle safety workshops, water recreation safety advocacy, first aid training and other activities in the Matsu area and partnered with local tourism businesses to enhance emergency self-rescue ability and overall visitor safety.
- In conjunction with Executive Yuan’s Salute to the Seas policy, carried out 503 coastal cleaning, beach cleaning, and environmental education activities. These events cleaned 506 kilometers of coastline and mobilized nearly 7,000 participants to remove 444.2 metric tons of marine debris.
- Rallied military personnel, civilians, school teachers, and students to plant trees in four townships and five islands as part of the Arbor Day activities. The volunteers planted 19 trees and 2,576 shrubs in 2022.
- The Beigan Visitor Center shop was leased by public tender for commissioned operation by the Down Syndrome Foundation, ROC. This was the first case in Taiwan of cooperation between a national scenic area visitor center store and of a social welfare group.
- Temporarily leased management of vacated buildings of the military’s relocated Beihai South Camp Area to provide development space for the local tourism industry, Matsu Geopark, and environmental education, promote local revitalization, and create new highlight attractions.
- Coordinated with the military to open the “Duanpo Position” for tourism to enhance military attractions in Beigan.
- Rallied representatives, leaders, and local businesses of Matsu’s four townships and five islands to “create Taiwan's only tourism art island” and jointly establish and manage the Matsu Tourism Circle brand.
- Provided guidance to various industries and businesses through the Island@Academy. A total of 139 hours of classes were arranged on tourism entrepreneurship, foreign language training, and community self-media.
- Held the 2022 New Year's Day Flag Raising Ceremony and Hiking Activity in Juguang Township.
- Held the 2022 Glimmers in Matsu Activity Series combining healthy cycling, cultural creative markets, and local food feasts. The activities attracted 3,600 visitors to experience the outlying island charms through slow travel, invigorating the local tourism industry.
- Promoted national low-carbon bicycle tourism by holding the "Island Hopping Bicycle Slow Travel Checkpoint Activity," integrating unique Matsu cycling routes tour and classic attractions to encourage low-carbon travel in Matsu’s four townships and five islands.
- Under the "Jinsha Cycling Excursions" initiative, planned one professional cyclist experience route to Jinsha Village presenting battlefield and natural landscapes and eastern Fujian architecture. A total of 560 visitors participated.
- Carried out the Dongju Fun: Experiential Tourism, Brightening up the Village plan to develop slow-travel experiential travel highlighting self-sustaining, low-carbon food culture in mountain and coastal villages.
- Held the "Matsu Feast of Fun" creative cuisine presentation showcasing and raising the popularity of Matsu’s distinctive local cuisine.
- Held the "Matsu Tourism Circles–Islands of Difference Achievement Exhibition" integrating the five tourism elements of food, accommodations, recreation, shopping, and travel. The event highlighted the local ecology and culture through artistic creativity and ingenuity based on a cross-domain and cross-industry concept.

Yehliu Night Tours: See the Queen's Head Illuminated at Night
- Completed developments at four major international visitor sites, including improvements to the Sanzhi Visitor Center Development Hall, Yuantan River Scenic Bridge in Jinshan and surrounding landscape facilities, surrounding landscape and facilities at Yeliu Visitor Center and Alabao Bay at Heping Island Geopark, and general facilities at two sites.
- Completed developments at two major domestic visitor sites, including landscape facilities along the Niugangleng Trail in the Guanyinshan Recreation Area and improvements to sites along the Wanta Bikeway, and general facilities at one site.
- On October 20, 2022, Heping Island Geopark was certified by the Environmental Protection Administration as an environmental education venue. On December 19, it became the first geopark designated under the Cultural Heritage Preservation Act in Keelung City.
- Ranked second place in the Tourism Bureau’s 2022 Taiwan Tourist Shuttle Service Quality Optimization Evaluation.
- The "Historical Harbor Heping Island Geopark Renewal” project won the Outstanding Award in the Culture and Traditions category of the 2022 International Federation of Landscape Architects AAPME Awards.
- The "Sustainable Peace - Collaborative Public-Private Creation of Island Moments" project won the MOTC’s 2022 Service Award in the Social Care Service category
- Zhongjiao Bay Visitor Center in Jinshan won the Gold Award for Best Planning and Design in the 2022 FIABCI-Taiwan Real Estate Excellence Awards.
- Heping Island Geopark in Keelung won the Excellence Award for Best Environmental Culture in the 2022 FIABCI-Taiwan Real Estate Excellence Awards.
- The "Public-Private Partnership - International Sustainable Tourism Island Plan" won the 2022 National Sustainable Development Award in the government agency category from the Executive Yuan’s National Development Council.
- "The Fishing Fire Light of Hope" won second place in the Ministry of Foreign Affairs' Eighth Trending Taiwan Short Film Competition.
- OT and leasing projects were continued, including Yehliu Geopark, Yeliu, and surrounding area parking lots and Heping Island Geopark to generate government revenue and increase self-liquidating rates.
- Continued to promote the “I Love Beach and Mountain Cleanup” activity. In 2022, 21,485 people registered online to participate in beach-cleaning and removed 2,018 metric tons of marine debris.
- Established the Crown Coast Tourism Circle focused on "Connect x Shape x Market." Blockchain technology and business models were adopted to advance industry integration, marketing, and guidance, and upgrade the quality and style of tourism service software and facilities. In addition, three themed promotional videos were produced to heighten the visibility of the Crown Coast brand.
- Yehliu Geopark held an online exchange on "sharing experience in international tourism development” with its sister park Akiyoshidai Quasi-National Park in Mine City, Yamaguchi Prefecture, Japan.
- Held the 2022 Light up Taiwan - Fugui Cape Lighthouse Cycling Tour on Taiwan’s Northernmost Point activity and Crown Coast Fun Ride to promote low-carbon bicycle tourism and 16 diverse bike routes, as well as market and promote the North Coast’s Two Bays Bikeway, Wanta Bikeway, Wanli-Jinshan Bikeway and Waimushan Bikeway in Keelung.
- Held marketing and promotion activities to advance local tourism industry development, including the Yehliu Night Tours: See the Queen's Head Illuminated at Night, 2022 Hawk-Watching on Guanyinshan—Guanyin LOHAS Walking Activity Series, 2022 Wanli Hot Spring Cuisine Marketing and Promotion, Heping Island Island Life Festival, Zhongjiao Bay Surfing Promotion, Jinshan Fire Fishing Tour Promotion, Baishawan Beach Life Festival, Qianshui Bay Autumn Feast, and Guoshengpu Art Exhibition Plan.
- Jointly held the Jinshan Sweet Potato Festival, Wanli Crab Promotion, and other activities in collaboration with local agencies.
- Continued to digitize traffic flow and travel services at popular attractions to provide real-time video, people and vehicle traffic flow warnings, and parking lot information to promote smart scenic area development.
- Linked tourism circle food, accommodation, travel, and shopping businesses and brought together numerous travel agencies to introduce 10 thematic tours and 30 tour packages. Through various marketing and promotion campaigns, Crown Coast happiness packages, and other themed activities, the scenic area attracted 48,774 visitors between July and November, generating more than NT$99 million in tourism revenue in the transportation, accommodation, restaurant, and experience sectors.

- Completed 15 tourist and recreational facility projects: Reactivation of recreational facilities at Lion's Head Mountain Scenic Area, including the “Emei Lakeshore Trail Travel Environment Improvement Project (Zhimei Section Phase 1),” “Nanzhuang Township Luchang Tribal Service Center Public Restroom Improvement Project," and the "Nanzhuang Luchang Kangji Suspension Bridge and Surrounding Lighting Facility Improvement Project"; improvements to the tourism environment quality in the Lishan Scenic Area under the "Environment Landscaping Project at Riverside Sites in Heping District, Songhe Village," "Lishan Jesus Church Historic Building Renovation Project"; and creation of diverse recreational experiences in the Baguashan Scenic Area under the "Yuanlin Shrine Historical Building Renovation Project," "Yuanlin Baiguo Mountain Tourist and Recreation Facilities and Environmental Renovation Project," "Baguashan Scenic Area Public Restroom Renovation Project (Phase 2)," "Ershui Bicycle Route and Rest Area Improvement Project," "Changhua Xiangshan Section Trail Surrounding Facilities Optimization Project," "Fenyuan Township Fenyuan Bicycle Rest Stop Facilities Improvement Project," "Baiguo Mountain Quanzhouliao Bicycle Rest Stop Facilities Improvement Project," "Shetou Township Taian Temple Public Restroom Construction Project," "Changhua City Qikuang Scenic Spot Facilities Improvement Project," and "Changhua Yixiantian Mountain Trail Improvement Project."
- Obtained safety certification for automated external defibrillators (AEDs) at eight locations in 2022, including the administration headquarters, Lishan Culture Museum, and visitor centers.
- Completed professional safety inspections and joint inspections of 20 suspension bridges within the scenic area to improve overall tourism safety.
- Organized 13 tree planting and mountain clean-up activities.
- Implemented the "2022 Muslim-friendly Tourism Environment Guidance and Establishment Project." Twenty Muslim-friendly sites and 20 halal souvenir gifts were certified and 109 businesses renewed their certifications.
- Implemented the "2022 Tri-Mountain National Scenic Area Smart Parking Service Establishment Project," including installation of smart parking services at four locations: Lion's Head Mountain Visitor Center, Shuilian Cave, Tianzhong Forest Park, and Fengbo Square.
- Continued to promote accessible tourism routes, improve accessible facilities, and coordinate with private resources to offer accessible accommodation and dining spaces. As of the end of December 2022, a total of 20 accessible tourism sites were completed.
- Promoted self-liquidating strategies for public investment projects, promoted private participation in public infrastructure projects or facility leasing and operation outsourcing, and cooperated with local governments on development projects. In 2022, the administration completed outsourced operations or leased 12 facilities, generating NT$9.07 million in revenue.
- Held the 2022 Nanzhuang Flower Festival on Shitou Mountain, Lishan Festival of Lights, 2022 Free Buzzard in Mt. Bagua hawk watching activity, and 2022 Roundhouse Centennial Celebration.
- Held the 2022 Tri-Mountain Bicycle Cycling Activity Series and Tourism Live Stream activity.
- Held the Nanzhuang Tribe Hike and Concert activity and exhibited at the Taiwan Indigenous Tourism Festival organized by the Tourism Bureau, MOTC.
- Invited travel agencies to develop Taiwan Tour Bus package tours, adding 13 new itineraries; held the Nanzhuang Flower Festival flower excursion activity in Lion's Head Mountain Scenic Area, Nanzhuang Shisanjian Old Street Cultural Creation Excursions, Lion's Head Mountain Experiential Excursions Nanjiang ‧ Countryside Reminiscence Activity Series, and Bagua Mountain Experiential Excursion – Outing to the Fields - Lishan Ecology and Forest Air Experiential Tourism excursion.
- Conducted rolling inventories of tourism circle tourism resources and arranged industry guidance, marketing activities, and promotions to support the Tourism Circle Alliance goals of local cultivation and sustainable tourism. In 2022, tourism circles attracted 229,212 visitors and generated NT$472,405,932 in tourism revenue.
- From March 25 to April 30, 2022, the administration introduced domestic travel vouchers with special offers. About 10,000 vouchers were used, providing about NT$760,000 in subsidies on total transactions of approximately NT$9,590,000. The domestic travel vouchers were used at 545 businesses in the Taichung-Changhua Tourism Circle, with about 198,000 coupons used and a transaction amount of approximately NT$540 million; and 253 businesses in the Hsinchu City, Hsinchu County, and Miaoli tourism circles, with about 89,000 coupons used and a transaction amount of approximately NT$260 million.

- Enhanced the quality of the tourism environment with improvements to the surrounding grounds of Ci'en Pagoda, public facilities at Xiangshan Visitor Center, water-friendly environments and overall landscape in the Shuili River area, trails in the Ita Thao area, wood teahouse and old wooden structures in Checheng, and landscape facilities in the Shuishe and Ita Thao areas.
- Managed environmental education facilities, Green Destinations Awards/Certifications and competition participation, winning Silver Award in the 2022 Top 100 Green Tourism Destinations in the World certification. The scenic area’s "Say Goodbye to Single-use Plastic" theme was selected as a Green Destinations Top 100 Sustainable Story.
- Created a "low-carbon, smart tourism" travel environment, integrated the Taiwan Tourist Shuttle, gondola, yachts, lake tour buses, bicycles, and other transportation modes, promoted the Sun-Moon-Lake eTicket Platform, diversified e-payment and electric vehicles, boat charging stations, and other services and facilities to enable various low-carbon forms of transportation on Sun Moon Lake tour routes.

- Constructed the Alishan entrance portal and Provincial Highway 18 travel corridor and completed new construction at the Zhulu Cultural Exhibition Center and Tsou Market and improvements to the existing pipelines and interior decoration at Chukou Administration and Visitor Center, the Fenqi Trail and surrounding environment in the Fenqihu area, Cedar Trail and surrounding environment in Fenqihu, Firefly Watching Trail in Guanghua, Longding Trail and surrounding environment at Longyin Temple, Chalin Mountain Trail and surroundings, surroundings of Gongxing Forest Park, and surroundings of Zhulu Cultural Exhibition Center and Tsou Market.
- Completed restoration of the No. 8 and 9 suspension bridges and trail improvements in the Zhukeng River area, improvements to existing trails at 1314 Observation Deck in Ruifeng and surrounding environment, renovation of the Longziwei Trail in Taihe and improvements to the surrounding environment, improvements to the surrounding environment at the Yuantan Visitor Center and Yuntan Trail, development of recreation and service facilities (Phase 3) at the Laiji Cultural Square and surrounding areas, improvements to recreation facilities at Guanyin Waterfall and recreation facilities in Shanmei, Xinmei, and Chashan, and development of recreational facilities along the Youyou Lake Trail in Leye Village.

- Introduced accessible design at the Tsou Veoveoana Cultural and Creative Park serving the needs of all ages and various communities, constructed an accessible loop route at Yuantan Ecological Park, and improved environment-friendliness. Provided guidance to leasing companies at the Meishan Taiping Suspension Bridge and Niupuzai Recreation Area in Chiayi in installing three electric vehicle charging stations to establish a green tourism environment.
- Enhanced the overall environment by adding 1,243 square meters of green space to improve visual appeal and bring visitors closer to nature; and organized "Landscape Tree Pruning Certification" training for 37 participants, with 70% of the students obtaining certification.
- Guided tribal industry partners in establishing the limited liability Chiayi County Indigenous Zhulu Community Cooperative, leased operations at the Tsou Zhulu Cultural and Creative Park, surrounding archery range, and Deer Park, and marketed Tsou indigenous tribal tours and cultural characteristics, attracting 135,000 visitors and creating 47 tribal jobs over the year.
- Launched four environmental education programs, including three designed for students and adults with various learning objectives, attracting 437 participants; and promoted courses on mountain ecotourism and in-depth cultural topics, training 20 environmental education volunteers.
- Implemented the Great Alishan Tourism Circle, 235 Regional Tourism Circle, and Greater Caoling Tourism Circle integrated promotion plan. Launched 10 cross-border travel itineraries and developed 20 specialty souvenir gift boxes. The new tourism highlights created by the innovative approaches of the three tourism circles increased the tourism visibility of various destinations. Guidance was provided to about 600 business owners and 143 tour itineraries were marketed. More than 250,000 tour packages were sold, generating more than NT$68.59 million in tourism revenue.

- Completed the distinctive environmental development plan at Tainan Qigu Visitor Center and created a new attraction, "Island No. 6." The project interpreted the cultural story of the salt industry through art, winning the Silver Award for Sculpture Design at the 2022 US MUSE Design Awards.
- Optimized existing facilities and scenic landscapes in Jiangjun and Qigu and at Budai Salt Mountain and the Kouhu Visitor Center. These improvements increased the number and length of visitor stays and provided visitors with improved safe and comfortable parking spaces.
- Implemented the Mashagou Fishing and Culinary Landscape Development Plan, with artistic lanterns incorporating Year of the Tiger imagery and exotic style as publicity points. The plan involved the creation of different daytime and night scenes in Mashagou to attract visitors and revitalize traditional fishing villages on Taiwan’s coast.
- Promoted the Southwest Coast Tourism Circle, optimizing 10 business areas within the circle. With a focus on "cross-domain sharing," "precision marketing," and "branding," three master lecture series were arranged, helping 78 businesses to refine their Google business profile. The program increased the number of businesses promoting salt worker bento promoters to 10, certified five new Muslim-friendly visitor sites and two products, provided guidance to businesses in strengthening product packaging and marketing, and added 16 select “Salted Delicacy” products.
- Participated in an online video conference with sister tourism circles in Sendai and Matsushima Japan. The Alishan and Siraya national scenic area headquarters were invited to participate in exchanges to discuss integration of mountain and sea tourism resources in Yunlin County, Chiayi City, Chiayi County, and Tainan City and jointly expand opportunities for interregional cooperation.
- Invited 14 regional tourism businesses to the Mid-2022 Taiwan Tourism Industry Matchmaking Event to market the Southwest Coast National Scenic Area and "Salt Worker Bento."

The center also won the Public Building Landscape category of the 2022 Yuan Ye Awards.
- Carried out traffic alleviation measures during the Lunar New Year, Peace Memorial Day, Tomb Sweeping Day, and other holidays, and established a group notification mechanism to maintain traffic order.
- Established a cleaning personnel group notification mechanism, regularly inspected and maintained fire safety equipment, and implemented disease prevention safety measures.
- Certified seven scenic area locations as AED Safe Places.
- Utilized AIoT technology integration to create smart public restrooms at the Guantian Visitor Center, providing visitors with higher quality travel service facilities.
- Created the new tourism circle brand "Touching Siraya," with a dedicated webpage section and nearly 200 high-quality products marketed through interregional channels in partnership with e-commerce platforms. The brand website attracted over one million visitors. In addition, Fam tours were arranged for travel agencies serving international visitors and brochures were produced in various languages (Chinese, English, Japanese, Korean, and Thai). Attractions in the tourism circle area were integrated with industry and inter-agency resources (the Council of Agriculture and Ministry of Economic Affairs) to launch 51 theme tours, resulting in over 2,589 tour packages sold by travel agencies and generating more than NT$4.54 million in revenue.
- Organized the Butterfly Park, Childlike Siraya Push Bike Duathlon Parent-child activity, Siraya Ice Festival, Erliao Sunrise and Sea of Clouds Concert, Guanziling Summer Danjiri Festival, Siraya Water Fun, Siraya Grassland Festival, Siraya Go CreCar, Siraya Mountains to Sea National Greenway, Taiwan Activity Series, Prehistoric Monsters - Mammoth Exhibition, and Where Dreams Fly: Wedding Photography in Siraya. - Further optimization of visitor leisure environments: Accessible design improvements at Dapeng Bay, greenbelt planting and landscaping at Dapeng Bay, and optimization of parking space around the Cross-Sea bridge and Bay Marina Pier.
- Development of the overall travel environment in the Liuqiu Scenic Area: Completed Salute to the Seas water facilities - "Liu" Sand Pit, beach restoration, facilities reduction and beautification at the ocean view resort area, and continued optimization work on the scenic Liuxing Trail.

- Optimized and further linked various bikeways in the Wai'ao area; and developed the Where White Clouds Fly building and the surrounding landscape at the Old Caoling Tunnel.
- Implemented the Forward-looking Tourism Development Plan: Constructed attractive visitor sites, scenic spots with international charm, and the Sand Dune Art Area; developed the scenic ambiance along the Sand Dune Bicycle Corridor, improved safety at key sites in the Sand Dune Art Area Corridor, constructed the Fulong Beach Recreation Corridor and view spaces along the Sand Dune Bicycle Corridor.

- Initial Planning: Quality enhancement and marketing of indigenous tourism along the East Coast; optimization of indigenous tourism information stations and accommodation environments; the Sustainable Indigenous Tourism Cultivation and Demonstration Project; ecotourism development along the East Coast; ecological surveys of marine and terrestrial environments and compilation of ocean ecotourism books; follow-up expansion of Dulan Cape (Coastal Utilization Management Plan); overall planning and establishment of business plans for Qimei; Stone Umbrella Scenic Area business development and Coastal Utilization Management Plan; establishment of the East Coast and Green Island tourism circles; Phase 2 development of smart scenic areas on the East Coast; and establishment of a mobile travel service system for smart tourism. These initiatives provide a foundation for future landscape planning and scenic area promotion in the areas of ecological surveys, site optimization, industry upgrading, and sustainable development.
- Public Works: Optimized the Chenggong-Sanxiantai Bicycle Path; constructed modular restrooms at the Xiuguluan River Visitor Center shelter, restored the Jiqi Camping Area and boat cove revetment, improved bicycle-friendly service facilities at Shitiping Recreation Area, and improved recreation services and facilities.
- Environmental Education and Ecotourism: Organized ecotourism excursions including "Nighttime Expedition to Xiaoyeliu," "Exploring Sanxiantai at Night," "Treasure Hunting on a Historic Mountain Trail," "Protecting Crabs on Green Island," "Floral Discoveries on the East Coast ," and "Marine Environment Classroom Guided Tours." In 2022, these activities attracted 17,539 participants and promoted sustainable tourism development along the East Coast.
- Smart Scenic Area Plan: Deployed six traffic identification systems, six people flow statistical and visitor attribute identification systems, and 15 smart public restrooms; established an AI-driven smart scenic area management platform to estimate vehicle and people flow information in and around scenic areas to improve management of administered areas.
- Salute to the Seas: Successfully executed the " Salute to the Seas - Coastal Cleanup and Maintenance Project" in 2021, earning recognition for excellence from the Executive Yuan in the central government agency category.
- Sustainable Tourism: Established 11 drinking water stations in the Shuangbin area in collaboration with the My Hong-Te app and integrated the new stations with 12 existing water stations.
- The "Towards Sustainability: From Fighting to Dancing" project won the Social Care Service category at the Fifth Government Service Awards.

- Art Tourism: The 2022 East Coast Land Arts Festival produced six residency artworks, organized eight Moonlight Sea Music Festival concerts, and held 95 open studio sessions, attracting 49,845 participants and effectively promoting the development of the art tourism industry on the East Coast.
- East Coast Tourism Circles: Eight regional tourism circles were established under the core marketing theme of "Explore the East Coast": Surging Waves and Whirling Winds, Xiuguluan River of Love, Shuangbin Travel Fun, Chenggong: People and Things, The Winds of Donghe, Fugang Harbor, Just Right!, Green Island Paradise, and Southern Escape. The circles linked tourism corridors and recreation areas and arranged more than 30 exchange activities joined by nearly 600 participating businesses.
- The 2022 East of Taiwan Tourism Circles Achievements Exhibition was held on November 18-20, 2022, attracting more than 3,000 participants. The event introduced visitors to the high-quality tourism products in Hualien and Taitung counties and promoted exchanges and mutual learning among tourism circle businesses.

East Rift Valley

- Constructed shower facilities in Fenglin International Slow City, entryway imagery and bicycle parking and rest areas at the Forest Hot Spring Guangfu Sugar Factory Station, entry imagery and public restrooms in the Ruisui Hot Spring Area, and accessible stair lifts at the Liji Information Station Beinan. These projects infused unique local style and enhanced tourism and recreational environment quality, creating an accessible all-ages travel environment.
- Renovated the Fenglin Recreation Area as an all-in-one camping vacation paradise meeting the four-star rating standard of the International Federation of Camping and Caravanning (FICC), providing a legally compliant environment for rich camping experiences and creating a new spotlight attraction in the East Rift Valley.
- Optimized service facilities at tourism nodes along the diverse bicycle route network and continued to enhance the quality of rail-bicycle tourism facilities, elevating the quality of parking and rest areas for recreational tourists and bicyclers, and establishing new bicycle-friendly travel service facilities.
- Promoted the Public Restroom Service Quality Improvement Plan. The Liyu Lake Water Park public restroom represented the Tourism Bureau in the Environmental Protection Administration’s 2022 Outstanding Public Restroom Assessment, winning the Special Award in the Tourism and Recreation category County, as well as a county and city recommendations for the Excellent Public Restroom Environmental Sustainability Award.
- Carried out the Liyu Lake Water Area Activity Safety and Lifesaving Drill, Mountain Tourism Safety Drill, and other promotional activities in conjunction with the Tourism Bureau’s Travel Safety Awareness Week. Facilities maintenance and management inspection plans were also strengthened to further enhance facilities and travel safety inspections mechanisms.
- Liyu Lake Environmental Education Center were integrated with surrounding environmental education fields and kayaking the water recreational activities to support innovative environmental education summer camps for children.
- Renovated and leased operations at Linrong Recreation Area and created a local industry marketing platform to revitalize the Linrong-Fenglin tourism experience axis.

- The East Coast National Scenic Area Administration and 13 East Coast and East Rift Valley tourism circle food, lodging, touring, shopping, and travel brands jointly held the East of Taiwan Tourism Circles Achievements Exhibition to promote the beauty of Eastern Taiwan.
- Thirteen "Riding the Rift Longitudinal" bicycle tours, six "Dining Table Tribal Tour" tours, and two international tours were promoted with theme marketing campaigns to attract visitors to deeply experience the beauty of the mountains and sea in Hualien.

Penghu
National Scenic Area

- Completed construction of the Daguoye store and new public restroom to divert crowds from Erkan visitor sites, linked existing surrounding trail systems, and improved recreation service systems in Xiyu.
- Completed the Beiliao Recreation Area Service Facilities Improvement Project, bringing together the local natural resources and landscapes of Kuibi Mountain, Beiliao, developing recreation services and facilities in Beiliao, and integrating shops and restaurants to provide dining, specialty tourism product shopping, and other visitor services and upgrade visitor service quality.
- The Xiaomen Geology Gallery and Hai-Chu Dolphin won the Gold Award in the 2022 MUSE Creative Awards for interior design and landscape art, respectively. The 2022 Penghu Music Festival was the Gold Winner in the 2022 TITAN Property Awards in the Landscape Design (New) and Landscape Renovation categories.
- Conducted safety education and training courses for snorkeling instructors, jet ski operators, and canoeing instructors. A total of 184 people obtained C-level coaching licenses.
- Organized six beach cleanup activities in cooperation with companies and individuals, with support from other agencies, communities, schools, and businesses. A total of 6.4 tons of garbage was removed.
- Carried out the Jibei Visitor Center parking lot, Jibei Visitor Center store, Qitou Visitor Center yacht ticket counter and floating dock boat slips, and leasing operation projects to promote private investment.
- Arranged themed workshops, including the “Jibei Stone Weirs Environmental Education Promotion,” “Stargazing Guide Training," “Planning and Implementation of Marine Safety Education and Study Activities,” and "Water Recreation Safety Education" to strengthen visitor travel responsibility and environmental awareness.

- Fee standards were set for the Xiaomen Geology Gallery to effectively manage and maintain the gallery and promote culture and education. The fees were introduced in January 2023.
- Held the 2022 Four Seasons Penghu Travel, 2022 Penghu Music Festival, 2022 Bicycle Leader Service Activity, 2022 Penghu Island Hopping 101K Cycling Activity, 2022 Gaillardia Island - Penghu Cross-sea Marathon, Marine Debris Art Festival, and other activities in conjunction with media marketing to expand publicity benefits.
- Integrated resources from the Penghu Gold Coast Tour Route to release 10 “Wave Penghu” travel routes. The tours attracted 592 participants and featured three local experience activities: beach-seine fishing, windsurfing, and the "Chenggong Horseshoe Crab Black P" fishing activity. The 19 event sessions attracted 536 participants.

Matsu
National Scenic Area

Accessible facilities improvements around Dahan Stronghold
- Continued construction of the Mountain Sea Villa in Juguang (Scheduled for completion in 2023) to create a locally distinctive highlight building and increase tourism capacity in Xiyu.
- Constructed the Coastal Trail from the Beihai Tunnel to Dahan Stronghold. The trail links the Nangan Visitor Center, Beihai Tunnel, and Dahan Stronghold into a three-point tourist loop route, enhancing the quality of recreational services and visitor experiences.
- Planned updates to the exhibition method of the War and Peace Memorial Park Exhibition Center and improvements to surrounding spaces to create a more suitable tourism and recreational experience in the areas of information, artistic aesthetics, and friendly environments.
- Jointly promoted tourism safety, annual fire drills, motorcycle safety workshops, water recreation safety advocacy, first aid training and other activities in the Matsu area and partnered with local tourism businesses to enhance emergency self-rescue ability and overall visitor safety.
- In conjunction with Executive Yuan’s Salute to the Seas policy, carried out 503 coastal cleaning, beach cleaning, and environmental education activities. These events cleaned 506 kilometers of coastline and mobilized nearly 7,000 participants to remove 444.2 metric tons of marine debris.
- Rallied military personnel, civilians, school teachers, and students to plant trees in four townships and five islands as part of the Arbor Day activities. The volunteers planted 19 trees and 2,576 shrubs in 2022.
- The Beigan Visitor Center shop was leased by public tender for commissioned operation by the Down Syndrome Foundation, ROC. This was the first case in Taiwan of cooperation between a national scenic area visitor center store and of a social welfare group.
- Temporarily leased management of vacated buildings of the military’s relocated Beihai South Camp Area to provide development space for the local tourism industry, Matsu Geopark, and environmental education, promote local revitalization, and create new highlight attractions.
- Coordinated with the military to open the “Duanpo Position” for tourism to enhance military attractions in Beigan.
- Rallied representatives, leaders, and local businesses of Matsu’s four townships and five islands to “create Taiwan's only tourism art island” and jointly establish and manage the Matsu Tourism Circle brand.
- Provided guidance to various industries and businesses through the Island@Academy. A total of 139 hours of classes were arranged on tourism entrepreneurship, foreign language training, and community self-media.
- Held the 2022 New Year's Day Flag Raising Ceremony and Hiking Activity in Juguang Township.
- Held the 2022 Glimmers in Matsu Activity Series combining healthy cycling, cultural creative markets, and local food feasts. The activities attracted 3,600 visitors to experience the outlying island charms through slow travel, invigorating the local tourism industry.
- Promoted national low-carbon bicycle tourism by holding the "Island Hopping Bicycle Slow Travel Checkpoint Activity," integrating unique Matsu cycling routes tour and classic attractions to encourage low-carbon travel in Matsu’s four townships and five islands.
- Under the "Jinsha Cycling Excursions" initiative, planned one professional cyclist experience route to Jinsha Village presenting battlefield and natural landscapes and eastern Fujian architecture. A total of 560 visitors participated.
- Carried out the Dongju Fun: Experiential Tourism, Brightening up the Village plan to develop slow-travel experiential travel highlighting self-sustaining, low-carbon food culture in mountain and coastal villages.
- Held the "Matsu Feast of Fun" creative cuisine presentation showcasing and raising the popularity of Matsu’s distinctive local cuisine.
- Held the "Matsu Tourism Circles–Islands of Difference Achievement Exhibition" integrating the five tourism elements of food, accommodations, recreation, shopping, and travel. The event highlighted the local ecology and culture through artistic creativity and ingenuity based on a cross-domain and cross-industry concept.

Yehliu Night Tours: See the Queen's Head Illuminated at Night
- Completed developments at four major international visitor sites, including improvements to the Sanzhi Visitor Center Development Hall, Yuantan River Scenic Bridge in Jinshan and surrounding landscape facilities, surrounding landscape and facilities at Yeliu Visitor Center and Alabao Bay at Heping Island Geopark, and general facilities at two sites.
- Completed developments at two major domestic visitor sites, including landscape facilities along the Niugangleng Trail in the Guanyinshan Recreation Area and improvements to sites along the Wanta Bikeway, and general facilities at one site.
- On October 20, 2022, Heping Island Geopark was certified by the Environmental Protection Administration as an environmental education venue. On December 19, it became the first geopark designated under the Cultural Heritage Preservation Act in Keelung City.
- Ranked second place in the Tourism Bureau’s 2022 Taiwan Tourist Shuttle Service Quality Optimization Evaluation.
- The "Historical Harbor Heping Island Geopark Renewal” project won the Outstanding Award in the Culture and Traditions category of the 2022 International Federation of Landscape Architects AAPME Awards.

- Continued to promote the “I Love Beach and Mountain Cleanup” activity. In 2022, 21,485 people registered online to participate in beach-cleaning and removed 2,018 metric tons of marine debris.
- Established the Crown Coast Tourism Circle focused on "Connect x Shape x Market." Blockchain technology and business models were adopted to advance industry integration, marketing, and guidance, and upgrade the quality and style of tourism service software and facilities. In addition, three themed promotional videos were produced to heighten the visibility of the Crown Coast brand.
- Yehliu Geopark held an online exchange on "sharing experience in international tourism development” with its sister park Akiyoshidai Quasi-National Park in Mine City, Yamaguchi Prefecture, Japan.
- Held the 2022 Light up Taiwan - Fugui Cape Lighthouse Cycling Tour on Taiwan’s Northernmost Point activity and Crown Coast Fun Ride to promote low-carbon bicycle tourism and 16 diverse bike routes, as well as market and promote the North Coast’s Two Bays Bikeway, Wanta Bikeway, Wanli-Jinshan Bikeway and Waimushan Bikeway in Keelung.

- Linked tourism circle food, accommodation, travel, and shopping businesses and brought together numerous travel agencies to introduce 10 thematic tours and 30 tour packages. Through various marketing and promotion campaigns, Crown Coast happiness packages, and other themed activities, the scenic area attracted 48,774 visitors between July and November, generating more than NT$99 million in tourism revenue in the transportation, accommodation, restaurant, and experience sectors.

- Completed 15 tourist and recreational facility projects: Reactivation of recreational facilities at Lion's Head Mountain Scenic Area, including the “Emei Lakeshore Trail Travel Environment Improvement Project (Zhimei Section Phase 1),” “Nanzhuang Township Luchang Tribal Service Center Public Restroom Improvement Project," and the "Nanzhuang Luchang Kangji Suspension Bridge and Surrounding Lighting Facility Improvement Project"; improvements to the tourism environment quality in the Lishan Scenic Area under the "Environment Landscaping Project at Riverside Sites in Heping District, Songhe Village," "Lishan Jesus Church Historic Building Renovation Project"; and creation of diverse recreational experiences in the Baguashan Scenic Area under the "Yuanlin Shrine Historical Building Renovation Project," "Yuanlin Baiguo Mountain Tourist and Recreation Facilities and Environmental Renovation Project," "Baguashan Scenic Area Public Restroom Renovation Project (Phase 2)," "Ershui Bicycle Route and Rest Area Improvement Project," "Changhua Xiangshan Section Trail Surrounding Facilities Optimization Project," "Fenyuan Township Fenyuan Bicycle Rest Stop Facilities Improvement Project," "Baiguo Mountain Quanzhouliao Bicycle Rest Stop Facilities Improvement Project," "Shetou Township Taian Temple Public Restroom Construction Project," "Changhua City Qikuang Scenic Spot Facilities Improvement Project," and "Changhua Yixiantian Mountain Trail Improvement Project."
- Obtained safety certification for automated external defibrillators (AEDs) at eight locations in 2022, including the administration headquarters, Lishan Culture Museum, and visitor centers.
- Completed professional safety inspections and joint inspections of 20 suspension bridges within the scenic area to improve overall tourism safety.
- Organized 13 tree planting and mountain clean-up activities.
- Implemented the "2022 Muslim-friendly Tourism Environment Guidance and Establishment Project." Twenty Muslim-friendly sites and 20 halal souvenir gifts were certified and 109 businesses renewed their certifications.
- Implemented the "2022 Tri-Mountain National Scenic Area Smart Parking Service Establishment Project," including installation of smart parking services at four locations: Lion's Head Mountain Visitor Center, Shuilian Cave, Tianzhong Forest Park, and Fengbo Square.
- Continued to promote accessible tourism routes, improve accessible facilities, and coordinate with private resources to offer accessible accommodation and dining spaces. As of the end of December 2022, a total of 20 accessible tourism sites were completed.
- Promoted self-liquidating strategies for public investment projects, promoted private participation in public infrastructure projects or facility leasing and operation outsourcing, and cooperated with local governments on development projects. In 2022, the administration completed outsourced operations or leased 12 facilities, generating NT$9.07 million in revenue.
- Held the 2022 Nanzhuang Flower Festival on Shitou Mountain, Lishan Festival of Lights, 2022 Free Buzzard in Mt. Bagua hawk watching activity, and 2022 Roundhouse Centennial Celebration.
- Held the 2022 Tri-Mountain Bicycle Cycling Activity Series and Tourism Live Stream activity.
- Held the Nanzhuang Tribe Hike and Concert activity and exhibited at the Taiwan Indigenous Tourism Festival organized by the Tourism Bureau, MOTC.
- Invited travel agencies to develop Taiwan Tour Bus package tours, adding 13 new itineraries; held the Nanzhuang Flower Festival flower excursion activity in Lion's Head Mountain Scenic Area, Nanzhuang Shisanjian Old Street Cultural Creation Excursions, Lion's Head Mountain Experiential Excursions Nanjiang ‧ Countryside Reminiscence Activity Series, and Bagua Mountain Experiential Excursion – Outing to the Fields - Lishan Ecology and Forest Air Experiential Tourism excursion.
- Conducted rolling inventories of tourism circle tourism resources and arranged industry guidance, marketing activities, and promotions to support the Tourism Circle Alliance goals of local cultivation and sustainable tourism. In 2022, tourism circles attracted 229,212 visitors and generated NT$472,405,932 in tourism revenue.
- From March 25 to April 30, 2022, the administration introduced domestic travel vouchers with special offers. About 10,000 vouchers were used, providing about NT$760,000 in subsidies on total transactions of approximately NT$9,590,000. The domestic travel vouchers were used at 545 businesses in the Taichung-Changhua Tourism Circle, with about 198,000 coupons used and a transaction amount of approximately NT$540 million; and 253 businesses in the Hsinchu City, Hsinchu County, and Miaoli tourism circles, with about 89,000 coupons used and a transaction amount of approximately NT$260 million.

Sun Moon Lake
National Scenic Area

Sun Moon Lake International Swimming Carnival
- Established an accessible travel environment, connected landscapes and bikeways in the Shuishe area, constructed a parking lot in western Xiangshan, and renovated public facilities around the Crescent Bay Bicycle Trail Shuili area in Jiji.
- Enhanced the quality of the tourism environment with improvements to the surrounding grounds of Ci'en Pagoda, public facilities at Xiangshan Visitor Center, water-friendly environments and overall landscape in the Shuili River area, trails in the Ita Thao area, wood teahouse and old wooden structures in Checheng, and landscape facilities in the Shuishe and Ita Thao areas.
- Managed environmental education facilities, Green Destinations Awards/Certifications and competition participation, winning Silver Award in the 2022 Top 100 Green Tourism Destinations in the World certification. The scenic area’s "Say Goodbye to Single-use Plastic" theme was selected as a Green Destinations Top 100 Sustainable Story.
- Created a "low-carbon, smart tourism" travel environment, integrated the Taiwan Tourist Shuttle, gondola, yachts, lake tour buses, bicycles, and other transportation modes, promoted the Sun-Moon-Lake eTicket Platform, diversified e-payment and electric vehicles, boat charging stations, and other services and facilities to enable various low-carbon forms of transportation on Sun Moon Lake tour routes.
- Continued to supervise private planning and participation and development of follow-up operations related to the Sun Moon Lake Formosan Aboriginal Culture Village gondola system and continued to provide guidance on Checheng Wood Museum OT project operations.
- Indigenous tourism: The scenic area formed the first Indigenous Fragrance Industry Chain and assisted indigenous development of maqaw (Litsea cubeba) fragrance, perfume, tours, DIY courses, and cultural and creative products.
- Held the Sun Moon Lake Cherry Blossom Festival, Starlight Firefly Season, Sun Moon Lake International Swimming Carnival, Sun Moon Lake Come! Bikeday Fireworks and Music Festival, Sun Moon Lake Four Seasons GoBike Taiwan Certification, and New Year's Eve event.

Alishan
National Scenic Area

Wedding under the Divine Tree - Tsou wedding experience
- Constructed the Alishan entrance portal and Provincial Highway 18 travel corridor and completed new construction at the Zhulu Cultural Exhibition Center and Tsou Market and improvements to the existing pipelines and interior decoration at Chukou Administration and Visitor Center, the Fenqi Trail and surrounding environment in the Fenqihu area, Cedar Trail and surrounding environment in Fenqihu, Firefly Watching Trail in Guanghua, Longding Trail and surrounding environment at Longyin Temple, Chalin Mountain Trail and surroundings, surroundings of Gongxing Forest Park, and surroundings of Zhulu Cultural Exhibition Center and Tsou Market.
- Completed restoration of the No. 8 and 9 suspension bridges and trail improvements in the Zhukeng River area, improvements to existing trails at 1314 Observation Deck in Ruifeng and surrounding environment, renovation of the Longziwei Trail in Taihe and improvements to the surrounding environment, improvements to the surrounding environment at the Yuantan Visitor Center and Yuntan Trail, development of recreation and service facilities (Phase 3) at the Laiji Cultural Square and surrounding areas, improvements to recreation facilities at Guanyin Waterfall and recreation facilities in Shanmei, Xinmei, and Chashan, and development of recreational facilities along the Youyou Lake Trail in Leye Village.
- Implemented the 2022 Lunar New Year holiday traffic diversion plan and arranged free shuttle service from Shizhuo to Fenqihu, serving 1,630 riders.
- Introduced accessible design at the Tsou Veoveoana Cultural and Creative Park serving the needs of all ages and various communities, constructed an accessible loop route at Yuantan Ecological Park, and improved environment-friendliness. Provided guidance to leasing companies at the Meishan Taiping Suspension Bridge and Niupuzai Recreation Area in Chiayi in installing three electric vehicle charging stations to establish a green tourism environment.
- Enhanced the overall environment by adding 1,243 square meters of green space to improve visual appeal and bring visitors closer to nature; and organized "Landscape Tree Pruning Certification" training for 37 participants, with 70% of the students obtaining certification.
- Guided tribal industry partners in establishing the limited liability Chiayi County Indigenous Zhulu Community Cooperative, leased operations at the Tsou Zhulu Cultural and Creative Park, surrounding archery range, and Deer Park, and marketed Tsou indigenous tribal tours and cultural characteristics, attracting 135,000 visitors and creating 47 tribal jobs over the year.
- Launched four environmental education programs, including three designed for students and adults with various learning objectives, attracting 437 participants; and promoted courses on mountain ecotourism and in-depth cultural topics, training 20 environmental education volunteers.
- Implemented the Great Alishan Tourism Circle, 235 Regional Tourism Circle, and Greater Caoling Tourism Circle integrated promotion plan. Launched 10 cross-border travel itineraries and developed 20 specialty souvenir gift boxes. The new tourism highlights created by the innovative approaches of the three tourism circles increased the tourism visibility of various destinations. Guidance was provided to about 600 business owners and 143 tour itineraries were marketed. More than 250,000 tour packages were sold, generating more than NT$68.59 million in tourism revenue.
- Held the Alishan Seasons of Life Festival, 2022 Alishan Starlight Weddings under the Wisteria Blossoms, 2022 Wedding under the Divine Tree, 2022 Alishan Season of Warmth X Tea Festival in Four Seasons Activity Series, 2022 Alishan Coffee Tourism Promotion Project, 2022 Alishan Indigenous Tourism Marketing Project, 2022 Tsou Annual Celebration, 2022 Taiwan Indigenous Tourism Festival, 2022 Taiwan Culinary Exhibition, Wabi-Sabi Activity Series, Cherry Blossom Season, Firefly Season, Wisteria Bloom Season, Cattle Egret Season, and other marketing and promotion activities, attracting 6.97 million visitors and generating NT$14.1 billion in overall tourism revenue in 2022.

National Scenic Area

Jingzijiao Tile-Paved Salt Field
- Completed the distinctive environmental development plan at Tainan Qigu Visitor Center and created a new attraction, "Island No. 6." The project interpreted the cultural story of the salt industry through art, winning the Silver Award for Sculpture Design at the 2022 US MUSE Design Awards.
- Optimized existing facilities and scenic landscapes in Jiangjun and Qigu and at Budai Salt Mountain and the Kouhu Visitor Center. These improvements increased the number and length of visitor stays and provided visitors with improved safe and comfortable parking spaces.
- Implemented the Mashagou Fishing and Culinary Landscape Development Plan, with artistic lanterns incorporating Year of the Tiger imagery and exotic style as publicity points. The plan involved the creation of different daytime and night scenes in Mashagou to attract visitors and revitalize traditional fishing villages on Taiwan’s coast.
- Promoted the Southwest Coast Tourism Circle, optimizing 10 business areas within the circle. With a focus on "cross-domain sharing," "precision marketing," and "branding," three master lecture series were arranged, helping 78 businesses to refine their Google business profile. The program increased the number of businesses promoting salt worker bento promoters to 10, certified five new Muslim-friendly visitor sites and two products, provided guidance to businesses in strengthening product packaging and marketing, and added 16 select “Salted Delicacy” products.
- Participated in an online video conference with sister tourism circles in Sendai and Matsushima Japan. The Alishan and Siraya national scenic area headquarters were invited to participate in exchanges to discuss integration of mountain and sea tourism resources in Yunlin County, Chiayi City, Chiayi County, and Tainan City and jointly expand opportunities for interregional cooperation.
- Invited 14 regional tourism businesses to the Mid-2022 Taiwan Tourism Industry Matchmaking Event to market the Southwest Coast National Scenic Area and "Salt Worker Bento."
- The West Coast Express earned an Outstanding ranking in the 2022 Taiwan Tourist Shuttle Route Assessment.
- Actively promoted social network marketing, attracting 236,093 followers on Facebook.

- The Jingzaijiao proposal in Beimen District, Tainan City won the Gold Award in the Asia Pacific Sustainability Award and Bronze Award in the Taiwan Sustainability Action Awards.
- Haomei Village in Budai Township, Chiayi County was selected as a 2022 Top 100 Destination Sustainability Story and was a finalist in the Green Destinations Story Awards.

Siraya
National Scenic Area

- Completed integration of the complex trail network at Guanziling Hongye Park, addressing slope water accumulation, overall landscaping and beautification, establishment of rest pavilions and seating, and improved environmental education interpretation points to provide a safe travel environment for visitors.
- Improved the park at Guantian Visitor Center and Administrative Center with an additional bus shelter, expanded parking service facilities, and park landscaping and beautification to enhance the environmental quality and spur tourism development in the area. The center also won the Public Building Landscape category of the 2022 Yuan Ye Awards.
- Carried out traffic alleviation measures during the Lunar New Year, Peace Memorial Day, Tomb Sweeping Day, and other holidays, and established a group notification mechanism to maintain traffic order.
- Established a cleaning personnel group notification mechanism, regularly inspected and maintained fire safety equipment, and implemented disease prevention safety measures.
- Certified seven scenic area locations as AED Safe Places.
- Utilized AIoT technology integration to create smart public restrooms at the Guantian Visitor Center, providing visitors with higher quality travel service facilities.
- Created the new tourism circle brand "Touching Siraya," with a dedicated webpage section and nearly 200 high-quality products marketed through interregional channels in partnership with e-commerce platforms. The brand website attracted over one million visitors. In addition, Fam tours were arranged for travel agencies serving international visitors and brochures were produced in various languages (Chinese, English, Japanese, Korean, and Thai). Attractions in the tourism circle area were integrated with industry and inter-agency resources (the Council of Agriculture and Ministry of Economic Affairs) to launch 51 theme tours, resulting in over 2,589 tour packages sold by travel agencies and generating more than NT$4.54 million in revenue.
- Organized the Butterfly Park, Childlike Siraya Push Bike Duathlon Parent-child activity, Siraya Ice Festival, Erliao Sunrise and Sea of Clouds Concert, Guanziling Summer Danjiri Festival, Siraya Water Fun, Siraya Grassland Festival, Siraya Go CreCar, Siraya Mountains to Sea National Greenway, Taiwan Activity Series, Prehistoric Monsters - Mammoth Exhibition, and Where Dreams Fly: Wedding Photography in Siraya. These events integrated industry brands, attracting 3.21 million visitors to the area and generating over NT$3.27 billion in tourism revenue.
- Provided on-site guidance and educational visits for businesses in administered areas interested in participating in and meeting the requirements of Muslim-friendly travel environments. To date, 14 businesses have received Muslim-related certifications.

Maolin

- Completed construction planning and design for the "Maolin Old Village and Wanshan Village Plaza Environmental Improvement and Greening Project,” “Sandimen Township Tribal Visitor Plaza Environmental Greening Project," "Xinwei Mahogany Forest Trail Environmental Greenification and Maolin Bikeway Improvement Project," "Xinwei Administrative Center and Office Space Facility Improvement Project," "Wutai Township Village and Shenshan Village Trail Environment Improvement Project," "Taoyuan District Recreation Facilities Improvement and Greening Project," and "Majia Township Pingzhuan Fifth Road Environmental Improvement and Greening Project."
- Carried out four operation and management projects, including the "National Scenic Area Facility Repair Project," “Study and Analysis of the Status of the Purple Crow Butterfly and Habitat Preservation Work,” “Xinwei Forest Park Environmental Cleaning and Maintenance Work,” and "National Scenic Area Public Liability Insurance."
- Carried out three PPIP projects, including the “Liangshan Camping Site in Majia Township, Pingtung County ROT Project,” “Pingtung County Sandimen Township Saijia Recreational Park Camping Site ROT Project,” and “Shiba Luohan Mountain Service Area OT Project in Liugui District, Kaohsiung City”
- Carried out six leasing, operation, and management projects for the Tulong Bay Visitor Activity Service Area, Baolai Visitor Service Area, Xinwei Forest Park Recreation Space, Wutai Leisure Service Facilities, Maolin Visitor Center, and Saijia Air Field Rest Area.
- Carried out tourism environment improvement and indigenous tourism environmental development at 12 administered areas, including the Northern Pingtung System (Sandimen, Majia, and Wutai) and Laonong System (Liugui, Taoyuan, and Maolin).
- Established the Kaohsiung Tourism Circle integrating tourism industries in 38 districts of Kaohsiung City and three townships in northern Pingtung County. This initiative assisted 20 businesses in obtaining English-friendly certification, aided 20 businesses with digital transformation, assisted 20 businesses in branding, and provided a platform to market 44 travel itineraries, generating more than NT$1.43 million in revenue, with tourism benefits totaling NT$5.42 million.
- Carried out the "2022 Maolin National Scenic Area Indigenous Tribal Area Tourism Promotion (Over the Mountain Fair) Activity," "2022 Maolin National Scenic Area Laonong River Industry Promotion and Creative Marketing Campaign," "2022-2023 Kaohsiung Maolin Purple Butterfly Valley Biennial Butterfly Beauty Festival Activity Series," "Kaohsiung Tourism Circle Innovative Tours and Digital Transition" project, bicycle tours, and other activities.
- Collaboratively held the 2022 Kacalisiyan Art Festival, Liugui Tourism Art and Cultural Season, Senai Sepayuan activity, 2022 Taiwan Culinary Exhibition, 2022 Taipei International Travel Fair (ITF): National Scenic Area Cycling Pavilion, 2022 Taiwan Indigenous Tourism Festival, and 2022 Kaohsiung International Travel Fair.
- The Maolin tribal team Margi Mumu won First Place in the 2022 Local Revitalization Proposal Competition.

Dapeng Bay
National Scenic Area

Dapeng Bay Sailing Life Festival
- Improvements to the bay area water environment and enhancement of travel service facility functions: Completed estuary channel and bay dredging at Dapeng Bay, commissioned a survey of bay area diversion improvements and design planning for follow-up improvements and water purification work, improved bike routes in Dapeng Bay, developed the overall recreational environment at Bay Marina Pier, and improved the environment at Qingzhou Coastal Recreation Area.
- Further optimization of visitor leisure environments: Accessible design improvements at Dapeng Bay, greenbelt planting and landscaping at Dapeng Bay, and optimization of parking space around the Cross-Sea bridge and Bay Marina Pier.
- Development of the overall travel environment in the Liuqiu Scenic Area: Completed Salute to the Seas water facilities - "Liu" Sand Pit, beach restoration, facilities reduction and beautification at the ocean view resort area, and continued optimization work on the scenic Liuxing Trail.
- Managed leasing, operation, and management of spaces at spotlight sites, including the Dapeng Bay Bicycle Rental Shop, Maritime Building, West Tower, speedway and go-kart track, shops, and boat slips to activate service capacity in these areas.
- Continued to promote private participation in Build-Operate-Transfer (BOT) infrastructure projects at Dapeng Bay, creating win-win results in collaboration with the private sector.
- Organized 46 sessions of the Dapeng Bay Wetlands Environmental Education Course, with 1,736 participants, to raise public awareness of environmentally friendly conservation practices.
- Produced a video promoting turtle watching rules for the Xiaoliuqiu Shuttle Boat, promoted a plastic-free island, created a map of drinking water stations, held the Xiaoliuqiu Love for Turtles Beach Cleaning, tableware rental and raincoat reuse, and other environmental activities; and installed electronic billboards displaying the number of people in the intertidal zone to control visitor flows in these areas and protect the tidal flat ecology.
- Leveraged tourism circle resources and integrated tourism industry resources in the Pingtung Tourism Circle on a rolling basis. Introduced the first tourism circle non-fungible token (NFT) with four thematic "Flavor GPS" culinary tours inviting travelers to rediscover Pingtung through food tourism.
- Organized the Dapeng Bay Sailing Life Festival, cruising 300 Bicycle Challenge, Seventh Beachcoin Love Turtle Event, 2022 Dapeng Bay Ironman Triathlon Series, Dapeng Bay Water Carnival, Dapeng Bay BIKE TOUR 35 Cycling Fun, Qingzhou Beach Party Heartwarming Concert, and Pingtung Summer Carnival.
- Implemented strategies to redirect visitors along the Liuxing Trail and promoted ecological conservation and plastic reduction concepts in line with environmental protection policies to turn Xiaoliuqiu into an ecotourism island.
