Development and Management of Tourism Resources

The Tourism Bureau created value-added services from existing tourism resources and management mechanisms with the aid of smart technology. Under the Specialty Value-added Service Project, it helped local governments to develop international visitor sites and promote the internationalization, specialization, and branding of the tourism industry in the areas of establishment, management, certification, and guidance.

Tourism Resource Development and Management Projects

The following assistance was provided to county and city governments in carrying out the 2019 "Plan for the Development of Local Travel Environments for Experiential Tourism" and "Plan for the Improvement of Tourism Environments at Spotlight Scenic Areas":

Plan for the Development of Local Travel Environments for Experiential Tourism

Building on the concept of the "Value-added Tourism Spots Project," this plan has three goals: "respect the environment and use resources sustainability," "integrate features and link attractions," and "provide friendly facilities and high-quality services." The plan aids local governments in developing local, ecological, green, caring, people-friendly, and sustainable scenic sites. In 2019, investment subsidies totaling NT$808 million were provided to local governments for 80 projects.

Major construction projects included: construction of the Tamsui Kavalan Historical and Cultural Trails recreation road network; improvements to tourist recreation trails on Keelung Islet; improvement of the surrounding environment at Baisha Cape Lighthouse; optimization of ecotourism on the Wenlin-Feifeng Historic Trail in Qionglin Township (Hsinchu County) And Xiangshan Wetland (Hsinchu County); structural reinforcement and landscape improvements at Mingde Reservoir in Touwu Township (Miaoli County), the Tiezhen Mountain Sculpture Park in Dajia District, roundhouse in Changhua County, Shibi Trail in Caoling Village (Gukeng Township), Shuichangliu Scenic Area in Guoxing Township (Nantou County), and Danayigu; renovations at the Downwind Inland Sea Coastal Tourism Corridor, Chengqing Lake, and Niaosong Wetland; Checheng waterfront and environmental development; experiential tourism and travel environment development around the Lanhai railway in Shicheng (Wuyu Village), Sunrise Tourism Champs Elysées (Hualien City), and Zhiben Hot Springs (Taitung County); improvements to public facilities at historic areas in Tianpu Village (Kinmen County); environmental improvements at the Shanshui Recreation Area (Penghu County); and improvements to the tourism and travel environment in Matsu.

Plan for the Improvement of Tourism Environments at Spotlight Scenic Areas

In conjunction with the 2019 Taiwan Small Town Ramble Year policy, the Tourism Bureau provided subsidies for facilities construction in small towns and assistance in optimizing the quality of facilities, improving the tourism and travel environment and quality. In 2019, NT$248 million in subsidies was provided for 43 local government projects.

Major construction projects included: improvements to scenic platforms and bridges in Pinglin District; improvements to the tourism environment at the Baiji Trail, spotlight scenic area tourism environments in Beipu Township, scenic points in Dahu Township (Miaoli County), the Sky Ladder Trail in Ruanpikeng, and Lugang Township (Changhua County); improvements to the tourism environment in Jiji Township; improvements to public restrooms in Hengshanping Recreation Park (Meishan Township) and Lantan Scenic Area (Chiayi City); improvements to spotlight scenic area tourism environments in Wumile (Houbi District); improvements to visitor-friendly environments in Meinong District; landscape greening at the Gucheng Rest Area (Pingtung County), Yilan River Lushui Walking Corridor, and Penghu County; and improvements to scenic sites in Qinbi Village (Lienchiang County)

Promoting Barrier-free and Senior Travel

Encouraging Outlying Island Visitors to Rent Electric Scooters

The Executive Yuan introduced domestically-produced electric scooters to outlying islands to develop a viable business model for e-scooter rental to visitors suitable for the isolated nature of the islands. In conjunction with this measure, the Tourism Bureau announced the "Directions for Tourism Bureau, MOTC Subsidies to Tourists for the Leasing of Electric Scooters on Outlying Islands." In 2019, subsidies were provided for 87,724 rentals.

Strengthening On-site Supervision and Evaluations at National Scenic Areas

The Tourism Bureau promulgated the amended "Operational Guidelines on Supervision and Assessment of Administration and Safety Maintenance at National Scenic Areas" on March 27, 2018, to strengthen supervision and assessment at national scenic areas. Assessments were conducted by an assessment team and two secret visitor inspections.

The top-three national scenic area administrations in the 2019 assessment were Tri-Mountain, Sun Moon Lake, and East Rift Valley.

Promoting Water Recreation Activities

Maintaining Travel Safety

The Tourism Bureau formulated a supervision plan for "recreational facility safety management in tourist areas" under the implementation strategy for the White Paper on Public Safety Management and instructed responsible agencies to implement management work.

Encouraging Private Investment in Tourism

The Yeliu and Surrounding Area Parking Lot Operate-Transfer Project contract was signed in 2019 and construction is currently underway. To provide the public more diverse recreation services and inject vitality from private business methods, the Tourism Bureau will actively track potential companies and promote private participation in public tourism and recreation construction projects to bring the vitality and creativity of the private sector to travel service facilities.
