Sustainable Operations

  • Develop tourism zones to promote cross-region collaboration: Operate the “Southwest Coast Tourism Zone”; inventory and summarize cross-region tourism resources related to food, accommodation, travel, shopping, and transport along Provincial Highway No.61 and Provincial Highway No.17; and implement measures for industrial integration, guidance, marketing, etc. In addition, enhance the quality and style of hardware and software for tourism services, and establish equivalent industrial advantages within the tourism area to encourage young people to return to their hometowns for employment, thereby promoting the sustainable development of local tourism. Moreover, collaborate with public and private sectors within the scope of the Southwest Coast Tourism Zone and other mountain-line tourism zones (Siraya and Alishan) to expand the “Love of Mountains and Seas” characteristics and provide diversified travel itineraries, which will not only meet post-pandemic tourism and travel demands but will also extend visitors’ duration of stay, thereby creating economic benefits and attaining a win-win result for tourists, private businesses, and the public sector.

  • Promote sustainable management: Follow the Global Sustainable Tourism Criteria for Destinations (GSTC‐D) set by the Global Sustainable Tourism Council (GSTC) to redefine the Scenic Area’s tourism carrying capacity (TCC). In addition, integrate existing natural and cultural tourism and recreation resources to reinforce local values, and participate in Green Destination certification to promote the development of sustainable tourism. Moreover, increase the establishment of relevant facilities for site safety, environmental cleanness, barrier-free access, etc. to show respect for the ocean and achieve ecological sustainability.

  • Introduce the concepts of ecological checks and universal design into tourism construction projects: Introduce ecological check mechanisms into new construction projects, and continue to implement universal facility checks to maintain the values of ecology, conservation, respect, diversity, and comprehensiveness, thereby creating a friendly tourism environment.

  • Use technology to improve management efficiency and tourism services: Optimize digital travel service platforms and combine the platforms with information services such as smart tourist flow or vehicle flow systems, electronic tickets, electronic payments, mobile guides, etc. to provide high-quality smart tourism experiences and real-time travel information.

  • Enhance tourist safety: Carry out facility safety management, water activity management, tourist safety advocacy, and patrols/inspections, as well as review and modification for improvement to ensure that onsite facilities are well-maintained and control measures are correctly implemented, thereby establishing a safe and high-quality tourism environment.

  • Enhance the self-liquidating ratios of tourism projects: Actively invest resources in necessary construction projects and relevant operations, including the modification of building and street aesthetics, provision of bike lanes, establishment of service facilities, gradual installation of renewable energy equipment (e.g., solar power), etc. The introduction of individual investment projects into the core development area is expected to encourage development and investment on surrounding public and private lands. The positive feedback loop arising from the improvement of tourism quality, increase in visitors counts, and extension of visit duration will foster opportunities to expand the promotion of private participation in infrastructure projects, funds investment, and facilities leasing or outsourcing. Moreover, the self-liquidating ratios of tourism projects will gradually be enhanced due to the introduction of environmental resource fee-charging mechanisms, increased guided tours for in-depth travel experiences, etc.
