The Matsu National Scenic Area Administration of the Tourism Administration, Ministry of Transportation and Communications (hereinafter referred to as the Matsu Administration) held its second expert and scholar symposium on the afternoon of the 14th in the first-floor conference room to formulate the "Medium-Term Plan for Important Tourist Attraction Construction (2028-2031)." The meeting centered on "Creating Offshore Island Sustainable Tourism Characteristics for Matsu" and brought together experts and scholars including SU CHENG-TIEN, former Director-General of the Tourism Bureau, MOTC; CHANG LUNG-TE, former Secretary-General of Lienchiang County Government; LIU PO-HUNG, former Chief Landscape Advisor of Lienchiang County; TSAO HENG-CHUNG, Secretary  of Juguang Township Office, and local government representatives including CHEN JU-LAN, Director of the Lienchiang County Transportation and Tourism Bureau; LIU SHANG-JU, Director of the Public Works Department, and CHEN WEI-HUNG, Section Chief of the Cultural Affairs Department. Together, they provided professional recommendations for Matsu's tourism construction direction over the next four years.

The symposium focused on four key issues: "Government Agencies (Matsu Administration and County Government) Cooperation Mechanism," "Scenic Area System Classification Principles," "Development Positioning and Construction Guidelines for Each Recreation System in the Matsu National Scenic Area," and "2028-2031 Medium-Term Construction Resource Allocation Plan." Participating representatives engaged in in-depth experience sharing and exchanges on how to establish an efficient cross-agency cooperation platform, allocate construction resources rationally, and propose differentiated sustainable development blueprints for each island recreation area.

HUNG CHIH-KUANG, Matsu Administration Director, stated that Matsu's tourism development must balance sustainable environmental management, the preservation of battlefield culture, and the unique characteristics of Eastern Min culture. Through ongoing expert symposiums, professional opinions can be effectively integrated to ensure that the construction plan not only meets local needs but also aligns with international sustainable development trends. The next medium-term construction plan will take into account rising material and labor costs on the offshore islands, the need for deep-experience park areas, slow walking travel, and the construction and operation of smart tourism facilities, with appropriate increases in budget allocations. The outcomes of this meeting will serve as an important reference for formulating execution strategies for the medium-term construction plan and realizing Matsu's tourism vision.

The Matsu Administration will continue to promote Matsu's tourism development and industrial transformation through cross-domain integration and local communication, employing strategies such as sustainable development, cultural heritage discovery, low-carbon experiences, and creative marketing. Through comprehensive planning, the administration aims to deepen the domestic tourism market and expand international visitor sources, gradually transforming Matsu into a slow-travel vacation island chain with international appeal and achieving sustainable goals that advance ecology, culture, and the economy together.
