Environmental conservation measures include consulting with related units about improvement of land usage and the management and prohibition of building and compliance with the Lienchiang County Government's strict ban on illegal hunting of wild animals, illegal fishing, illegal clay and stone quarrying, illegal removal of vegetation, unauthorized cultivation, unauthorized building, and other actions. In addition to protecting the environment, the administration also cooperates with regional industries in carrying out reforms that can increase value and decrease environmental destruction in order to achieve the goal of sustainable development. Phased work complies with the provisions of existing regulations and is also coordinated with the Matsu Islands Tern Refuge and the execution of its related plans, in order to ensure the conservation of the natural ecosystem of the Matsu Islands.
