Matsu National Scenic Area Headquarters, Tourism Administration, Ministry of Transportation and Communication with Lienchiang County Government, based on the tourism infrastructure needs of Jugang Township and in line with government policy objectives, commenced the construction of the multi-purpose " Hotel Shanhai Yijia Seaside" in Xiju area in June 2020. After three and a half years of construction, it was finally completed in January 2024 and a grand completion ceremony was held at 9 a.m. on April 18.
The completion ceremony was attended by representatives from Lienchiang County Government, Jugang Township Office, Matsu Management Office, including Deputy County Magistrate Chen Guanren of Lienchiang County, County Council Speaker Zhang Yongjiang, Jugang Township Chief Chen Leli, County Councilor Chen Yibin of Lienchiang County, Chief Lin Yumin of Jugang Defense Battalion, Director Huang Shifang of Matsu National Scenic Area Headquarters, local representatives, tourism industry stakeholders, and hundreds of attendees . On April 18, they witnessed the completion of this iconic construction in Jugang Township, hoping that the opening of this landmark building will further and promote the tourism industry in Matsu.
The original "Hotel Shanhai Yijia Seaside " was located at the former site of the township office, which was later relocated. The building then served as a market in the Xiju area, providing space for locals to sell daily necessities. However, due to safety concerns related to the use of sea sand in the building's construction and its aging structure, it was deemed a hazardous building. In 2018, Legislators Chen Xuesheng and Liu Zengying, former County Magistrate of Lienchiang County, along with current County Mayor Wang Zhongming, Council Speaker Zhang Yongjiang, and Councilor Chen Yibin, advocated for funds to rebuild the structure. Finally, with the approval and initial design by the Tourism Administration, Ministry of Transportation, and joint funding from Lienchiang County Government, Jugang Township Office, and Matsu Management Office, construction began in 2020. Despite challenges such as the COVID-19 epidemic, rising construction costs, and unstable freight transportation in the Jugang area, the project persevered and was completed this year.
Designed by architect Gu Juezhi, the "Hotel Shanhai Yijia Seaside " is a 7-story building utilizing a combination of reinforced concrete (RC) and metal glass structure to enhance interaction between indoor and semi-outdoor spaces. The horizontal white band design echoes the architectural characteristics of the slope buildings in Jugang's Qingfan Village, while the brick walls are intricately designed with holes to correspond with the scenic sea view. The overall planning aims to increase the tourism capacity of Xiju, revitalize local activities in Qingfan Village, and establish distinctive architectural features of Xiju. The space is planned as follows: the first floor for retail markets, performance and activity areas, the second floor for shops and cultural creativity spaces, the third floor for tourist service centers and parking, the fourth floor for smart business travelers (6 suites), and the fifth to seventh floors for long-stay hotels (9 rooms in total). In the future, through investment and operational models, it will inject new vitality into the tourism development of Matsu.
