2. To provide recreational facilities for shore activities, water activities, and floating vacation houses, etc.

- To renovate the public service facilities of the Hegang Recreation Area.
- To rebuild the environment surrounding the Ruisui, Hongye and Antong Hot Springs, to add facilities for the purpose of beautifying their respective landscapes, and to improve their accommodation facilities.

Recreational Resources：Hongye Little League Memorial Hall, Bunun Settlement, Guanshan Water Park, Chishang Pastoral Resort, Chulu Pasture, Luye HighlandTea Plantation and Paragliding Experience, Little Huangshan, Liji Badlands.

- Through molding the entire environment of the Luye Highlanddistrict, to provide deep level eco-tours, and to develop a base of operations for tourism and vacation based on airspace activities.
- To build the Liji-Beinan area into an exceptional landscape and vacationing base of operations.

1. To build up a paragliding center and build up the Luye Service Station Visitor Center and paragliding experience camp.
2. To install recreational landscape pavilions and public conveniences, and to improve, develop, and beautify the road landscape.
3. To install a tea manufacturing research and study area and related service facilities, and to promote tea culture and tea products.
