The East Longitudinal Valley National Scenic Area is located in the eastern part of Taiwan, between the Central Mountains Range and the Coastal Mountains Range. It is comprised of a flat, narrow, river-valley plain. The influence of tectonic plate movement on the geological structure has resulted in a unique terrain of great variety. These varied geological formations combined with the water landscape are breathtaking. This scenic area contains outstanding longitudinal valley views, continuous, boundless, and beautiful countryside scenery, broken ridges and steep cliffs, waterfalls and gorges, valleys and badlands, as well as Aboriginal lands. This environment of abundant animal and plant ecology, with its exceptional terrain and geology, exquisite natural landscape and cultural variety, and exceptionally rich, natural hot-springs resources, all result in an area that is ideal for thrilling, adventurous outdoor activities. The East Longitudinal Valley has the best development potential in eastern Taiwan for recreation. Measures concerning related tourism information services, tourism safety, ecological preservation, educational guides, and environmental cleanliness, are all being promoted in sequential order according to systemized and institutionalized planning. It is hoped that these measures will provide the very best quality tourism services.

According to the “Core-Values” (innovation, enterprise, and profession) promoted by the Executive Yuan's Central Personnel Administration, this headquarters is using a business-management model to promote the 2008 tourism multiplication plan, along with this headquarters’ long-term plan, namely the “Hua-Dong Tourism Routes Plan”. The plans involving the former are all pointing the way for the importance of industry development and ecological preservation in the process of tourism development. The task items include marketing the area's handicrafts and special agricultural products, setting up special agricultural products display centers, consolidating the hot-springs area development plans, and creating employment opportunities. The management method involves using the OT and ROT mode to encourage private investment and participation, reducing government investment expenditures, and promoting service results. By appropriately using social resources, industry alliances can be integrated and developed through co-ordination of related government organizations. Work circles and volunteer service teams can be established to improve service quality. They can also be integrated to replace the military service system and expand the scope of management and administration. The service tools promote the consolidation of 3C information services and the further improvement and of the service personnel quality.
