The East Longitudinal Valley National Scenic Area Headquarters, Tourism Administration, M.O.T.C. has an organized system that is comprised of a director, assistant director, secretary, and Senior Engineer. There are four sections under them, namely the Planning Section, Engineering Section, Management Section, and Recreation Section. The three offices include the Secretariat, the Personnel Office, and the Accounting Office. The two service stations include the Liyu Lake Service Station and the Luye Service Station.

According to the second article of the National Scenic Area Headquarters Organization, this headquarters assumes the following duties:

  • The inspection, planning, development, and protection of tourism resources, and the preservation of unique ecological, geological, landscape, and water resources.
  • The implementation of scenic area plans, and the building and maintenance of public facilities.
  • The management of tourism, accommodation, amusement, and public facilities and the management of mountain regions, water bodies, and airspace recreational activities, and the encouragement of private organizations to take part in investment and building regarding these activities.
  • Items regarding all areas of construction co-ordination, and assistance and processing concerning building permits.
  • Maintenance of environmental cleanliness and pollution prevention.
  • Maintenance and management of tourism safety and order.
  • Tourism services and information provision.
  • Promotion of tourism and recreation activities.
  • Liaison and co-operation with transportation from the outside.
  • Other related items concerning scenic area management.
