Starting with the flourishing development of Taiwan tourism

Northeast and Yilan Coast National Scenic Area is located on the northeast cape of Taiwan, and was the first national scenic area under the Tourism Administration, MOTC. The area has abundant natural scenic resources, with mountain and sea vistas, bays and capes scattered along the coast. It also has geological formations that are thousands of years old, a beautiful gift from mother nature to the northeast cape.

The year

To maintain landscape resources and promote the ecological conservation of the northeastern coast, the Tourism Administration established the "Northeast Coast Designated Scenic Area Administration on June 1, 1984, in accordance with the "Act for the Development of Tourism," which governs various developments and landscape maintenance. In order to improve operations and further strengthen organizational efficiency, the organization was restructured as the "Northeast Coast Scenic Area Administration" on July 1, 1995, based on the "Organization Act of National Scenic Area Administration" announced on January 28, 1995.

Transformation

On June 16, 2006, after National Highway No. 5 was fully opened to traffic, the accessibility of Yilan and the northern region was significantly improved. In order to cope with new tourism development trends and demands, while boosting the construction of Yilan coastal tourism scenic spots and strengthening service facilities, the Economic Development Committee, Executive Yuan, convened a meeting of relevant ministries on March 2, 2007 and decided to include coastal areas in Yilan within the management scope of the scenic area administration. On December 25th of the same year, the jurisdiction was increased, the scope of operations and management extended and the organization renamed the "Northeast and Yilan Coast National Scenic Area Administration." On September 15, 2023, the "Organization Act of the Tourism Administration, Ministry of Transportation and Communications" was enacted, and the organization renamed "Northeast and Yilan Coast National Scenic Area Headquarters."

Scope

The coastline is about 102.5 km in length, north of the existing northeastern cape jurisdiction and southernmost point of Toucheng Town, Waiao Wushi Harbor, reaching south to the southern cape at Neipi Beach, Suao Town, west to Provincial Highway No. 2, south to Provincial Highway 2E and Provincial Highway No. 9 and east to the high tide line which extends 200 meters toward the sea. In total the jurisdiction has a total sea and land area of 17,130 hectare.

Branding

The extension of the jurisdiction also marked the beginning of responsible service.

The organization of the headquarters is based on the "Organization Act of National Scenic Area Headquarters" and includes a director, deputy director, secretary and senior technician, with a planning section, construction section, management section and recreation section, and a secretariat office, personnel office and accounting office. There is also the Longdong Management Office, Fulong Management Office, Dali Management Office, Yilan Management Office, and security guard units; all colleagues work to uphold the previous management philosophy and work even harder to provide comprehensive support for natural resource conservation management, tourism facility development and tourist related services. This seeks to create an all-round tourism brand image based on quality and progress, making Northeast and Yilan Coast National Scenic Area a synonym for breadth, depth, refinement.

In recent years, the administration has actively promoted tourism events, such as Fulong International Sand Sculpture Art Festival, Hohaiyan Rock Festival, the Caoling Historic Trail Silver Grass Festival, Cycling Around the Northeast Coastline and Guishan Island Ecological Tours, which are popular with both domestic and international visitors. This seeks to build the northeast cape into a portal accessing the Golden Coast and a tourism spot combining "health, leisure and culture."

The tourism industry is the star sector of the 21st century and inspired by the in-depth understanding of our work and meaning, the administration develops scenic spots and introduce new itineraries that embrace innovation and progress. At the same time, it also proactively works with the Railway Bureau, the Highway Bureau and the Water Resource Agency, to reconstruct townscapes, successfully creating new scenic spots such as the Waiao seaside recreation area, and developing Fulong as a small seaside resort town. Old Caoling Tunnel, which had been closed for 20 years, was also transformed into a popular bikeway to boost bicycle and lunch box meal business development in the Fulong area, while also improving the area's recreational service facilities and environmental image. The long ignored Zhuangwei sandbank was also unveiled, after spending 10 years spent constructing Zhuangwei San Dunes Ecological Park and integrating it with the local landscape. These combined efforts upgraded the Northeast cape into a beautiful and moving travel destination, successfully establishing a unique tourism brand and image.
