2011 Tourism Policies
Implementation of "Project Vanguard for Excellence in Tourism" "Tour Taiwan and Experience the Centennial" program, and advancement toward the goals of "development of international tourism, enhancement of domestic travel quality, and increased foreign-exchange revenues" to bring Taiwan's new tourism allure to the attention of the world.
Focal Points of Tourism Policy Implementation in 2011
  • Implementation of the "Project Vanguard for Excellence in Tourism (2009-2012)" and promotion of the "Project Summit," "Project Keystone," and "Project Propeller" action plans so as to enhance Taiwan's tourism quality image.
  • Implementation of the "Medium-term Plan for Construction of Major Tourist Sites (2008-2011)" to firmly establish the directions of development for national scenic areas and focus on the unique features of different localities, carry out the graded reconstruction of recreational and service facilities at major tourist sites, and recreate the glory of tourist spots.
  • Promotion of healthy travel, development of Green Island and Little Liuqiu as ecotourism demonstration islands, and creation of new spotlights in tourism development, as well as continued implementation of the "Eastern Taiwan Bikeway Network Demonstration Plan," reconstruction of classic bikeway facilities, introduction of LOHAS itineraries, holding of large-scale international cycling competitions, and realization of "green tourism" with energy conservation and carbon reduction.
  • Implementation of the "Tour Taiwan and Experience the Centennial" action plan and focus on the "Development and Promotion of 100 TOP Travel Routes," "Experience the Unique Attractions of Taiwan," and "Extra Service Value" to mold the alluring elements of Taiwan tourism and attract international tourists to the island.
  • Promotion of "Taiwan Easy Go," implementation of the Taiwan Tourist Shuttle plan, and provision of assistance to local governments for the provision of a full range of convenient travel information and other services in regard to the linking of transportation networks, the integration of tickets, etc.

Promote "Tour Taiwan Year 2009" and the "TOP-notch Tourism Plan" Implement the "Medium-term Plan for Construction of Major Tourist Sites" and use "Growth and regeneration" as our core values. Facing the direction of "multi-dimensional opening and reaching out to the whole world," develop Taiwan as a major travel destination in Asia.
Focal Points of Tourism Policy Implementation in 2009
  • Promote "Tour Taiwan Year 2009." Implement and carry out publicity and promotion work domestically and overseas. Build a friendly travel environment. Develop diverse Taiwan tourism products. Raise the level of and invigorate Taiwan's tourism market.
  • Implement the "TOP-notch Tourism Plan (2009-2015)." Plan the promotion of Taiwan's 10 most charming scenic spots, the upgrading of industry standards, the development of tourism attractions to international levels and the training of industry personnel as the four main plans. Assist local governments and the tourism industry in upgrading of the quality and quantity of our tourism services.
  • Carry out the "Medium-term Plan for Construction of major Tourist Sites (2008-2011)." Establish the direction for the development of national scenic areas and focus on various locations' unique characteristics.
  • Renovate and construct in different grades rest and recreation facilities at important tourism scenic spots that are among the best in Taiwan. Achieve the reappearance of grace and beauty at the scenic spots.
  • Coordinate the "Bicycle Recreation Network Demonstration Plan." Promote the networking of bicycle routes in scenic areas and the strengthening of nearby areas' service facilities. Promote the further diversification of bicycle tours. Develop green and low-carbon tourism.
  • Grasp the turning point in mainland Chinese people coming to Taiwan for tourism. In addition to managing the mainland tourism market with good faith, high quality and continuity, take advantage of the transportation convenience of the "Three Direct Links" across the Taiwan Straits, and develop MICE, cruises and other such international tourism markets.
  • Implement the "Star Rating System for Hotels" and the "Homestay Certification" program. Promote the raising of service quality in the tourist hotel industry.

2008 Tourism Policies
Carry out the Executive Yuan's "Development Vision for 2015:First-Stage Three-Year Sprint Program (2007-2009)", promote "Tour Taiwan Years 2008-2009" and achieve a 7% growth in visitor arrivals.
Focal Points of Tourism Policy Implementation in 2008
  • Launch the "Tour Taiwan Years 2008-2009" campaign, realize and execute domestic and overseas publicity and promotion work, build a friendly travel environment, develop a diverse variety of Taiwan travel products, introduce and attract new sources of visitors, and achieve the goal of increasing the number of visitors to Taiwan to 4 million this year.
  • Based on the concept of "appropriate grading of tourist facilities, concentrating investments, and prioritizing the order of investments", draw up a medium-term plan for comprehensive tourism development and construction, and strengthen concrete investment achievements.
  • Reward industry staff for and encourage them to establish special language (Japanese, Korean) services; develop Taiwan Tour Bus marketing channels, assist travel service centers to achieve sustainable operations business and to strengthen the transportation services between scenic sites; and strengthen the tourism network's service functions.
  • Raise the quality of lodging in recreation areas, promote private investment in construction of hotels, and encourage industry staff to improve lodging facilities so as to enable them to reach international standards.
  • Actively promote training for staff who work in tourism hotels and other parts of the travel industry to improve service quality, enrich the professional knowledge of industry staff, help them master skills so as to provide enthusiastic service so as to attract overseas tourists to Taiwan.
  • Through creative marketing methods, deepen outreach in Taiwan's main tourist markets, and develop emerging markets with potential; use incentives, encouragements, subsidies and?preferential benefits to encourage the travel industry to attract more international tourists to Taiwan.

  • Make full efforts to implement the Executive Yuan's "Development Vision for 2015:First-Stage Three-Year Sprint Program (2007-2009)", using "Beautiful Taiwan," "Unique Taiwan," "Friendly Taiwan" "Quality Taiwan" and "Marketing Taiwan" as main themes and create a high-quality travel environment.

Achieving the annual visitor goals of the "Doubling Tourist Arrivals Plan"
Focal Points of Tourism Policy Implementation in 2006
  • Strengthening packaging and promotion of flagship tourism sites and activities and assisting the internationalization and commoditization of flagship tourist events in accordance with specific measures of the Tourism Flagship Plan.
  • Continuing to promote the development of 12 tour routes, including the construction of high-quality and visitor-friendly public facilities and a sound tourism and travel environment.
  • Improving the environment for private investment and actively encouraging private investment in tourism development projects.
  • Opening visitor centers at highway rest stops and High Speed Railway stations in cooperation with the Taiwan Highway Bureau and the Taiwan High Speed Railway Corporation.
  • Promoting Taiwan's international tourism brand image, with "Taiwan, Touch Your Heart" as the international marketing slogan.
  • Integrating Hakka and aboriginal resources, promoting special interest tours, planning new tour products with international appeal, and utilizing international promotional, advertising and marketing channels to achieve the annual visitor goals under the "Doubling Tourist Arrivals Plan".
  • Continuing assistance to help home stay (B&B) inns legally register, and assisting the international promotion activities of inns able to serve international guests.
  • Drafting preparatory measures for responding to an influx of tourists from mainland China.
